Clown fish pairing behavior

I have a bullet hole phantom and preimium davinci that seem to be acting weird to me at least. The phantom is a lot smaller than the davinci. Davinci is maybe 1.5 inches or so and the phantom 1 inch or so. The davinci is picking on the little dude but the little dude fights back a little. The phantom also flashes at the davinci. My question is...What's going on between the two? Why would the smaller dude be flashing?

How long have they been together? When you say "flashing" do you mean going up to the other fish and twitching? If so, sounds like the phantom is exhibiting submissive behaviour to the Davinci.
 
Yes by flashing I mean twitching. They have been together for 2 to 3 weeks

This is most likely submissive behavior and normal. Nothing to worry about. A little chasing is also normal. Watch out to see if their is real aggression beyond just nipping and chasing.
