Clown sick need help

This all started after the maroons gave my 29 gal. ich, I got the reef safe ich treatment and started that. The maroons died the day after I got them (yes I know I need to QT them first, lesson learned) so I replaced them with a pair of black saddleback clowns. The clowns have already gone through a cycle of ich, and personally I am contacting the company that makes the reef safe kick-ich because it doesn't work at all. I have been feeding with garlic, and raised the tank temp. and have just been topping off with RO to lower the salinity a bit. But now I think that the only way to get rid of it is it QT all the fish and let the tank run course.
*update this morning
My female is breathing really heavy and has a white coat all over her. I am going to start a QT tank this morning, but what should I medicate her with? And can I even save her at this point?

Well nevermind I did a freshwater dip and she passed away within 1-2 minutes of going in. When I put her in she started jumped around and then just died. I had the Ph at 8.2 (same as DT) and the temp. at 80.2 (same as display tank) I also had a air stone in to give the water oxygen.

get all the fish out of the display tank put them in regular salt water QT, and leave the display fish free for 6 whole weeks not 5 weeks not 5 and a half 6 weeks minimun no fish.

dont use any ich medication on the reef even reef safe.

dont lower the salinity of the display just get the fish out
you can start hypo salinity in the QT later if needed.

hope you can get this under control but RC is the best place to come for help.
