clownfish & light problem

I have a 55 gallon tank with an Ocellaris Clown in it. Whenever I turn on the light, the clownfish goes down to a certain spot in the tank and lies on it's side and appears to be dying. When I turn the light off, the clownfish becomes fully active again and swims around just fine. The clownfish had ich and I don't think he is over it yet. I am using a shop light with a 50/50 bulb and a 10,000k bulb as the metal halide I have ordered is on back order. when I took the 10,000k bulb out, the clownfish got a little better but not as much as when I turn the light off. The 2 Hermit crabs, the white banded coral shrimp and the 6 line wrasse I have in the tank seem to be somewhat bothered by the light too. Could the electronic ballast be giving off a high frequency sound that is bothering the fish? HELP!!!
