clownfish sick help please

I have a clownfish with a white patch on his chin. It is raised and almost looks like a beard. I have had this fish for about a week now in quarantine. I had purchased 2 clowns about a month and a half ago and lost one of them which had the same problem. Here is the link to the thread i posted last time where i didnt get much information. The patch on his chin is exactly like the one on the clown in the pictures in the last post. http://reefcentral.com/forums/showthread.php?s=&threadid=1464938[/URL]

Please help me to correctly diagnose this disease so i dont loose this clownfish too. The one person said it could be brook so i treated with formalin for the last clown with no effects. Ive been looking at pictures and im not so sure it is brook.
Water parameters

Also should i treat him with a formalin bath then empty my quarantine tank clean it really well and fill it with fresh ro water and new salt. Will this get it out of the system?
