Cold Water aquarium help

Hello everyone
I am looking to set up a cold water marine aquarium so I can go out and collect things from around here (Massachusetts) to put in my tank. I am a scuba diver so this would really be fun and interesting. To replicate the environment around here it would need to get all the way down to 40 degrees Fahrenheit in winter.
I have had some experience in tropical marine tanks so I know the basics like kinds of filters, lighting, etc.
Firstly this is my basic plan, I would love t know if this would be adequate.
I am thinking of using a 30g tank. I am looking to use THIS chiller. And I am looking to use 1-2inch of Styrofoam insulation on the bottom, sides, and back and possibly double glass in the front in winter. I am looking to use the sump method to conceal all the filtration (heard of this but never used it before so any advice would be helpful). As for filters I am looking to use a canister filter and a protein skimmer as well as the water going out of the sump will go through a reverse undergravel filter (would just plain beach sand work for this). I am looking to use 6 blue tinted T5 lights for lighting.
One thing I am not sure about is that I know these tanks love lots of water movement so I want to add some power heads. How powerful should these be and at what kinds of intervals to create a good wave like movement.
Now for some questions on animals and other stuff
What kinds of rock and sand should I use? How about just beach sand and some rocks that have already sat in the ocean for a while and are covered in cool stuff?
Does anyone have any suggestions on what animals to avoid and go for?
How much should I feed? How often do I feed? and What do I feed?
