Yes, you cannot collect live rock and hard corals and sea fans. I dive out here all the time and see lots of stuff, I could put in an aquarium. There are max limits of 20 animals(such as snails) max per person. This is a total fish, snails, crabs, etc 20 total. So if you find a colony of blue leg hermits on shore, 20 max, even though there are millions of them. Some things have limits as angels max 5, with min and max sizes. Zoas , gorgonian colonies have 6 colonies per person. I get astrea snails out here sometimes. They are on hard reefs, and wrecks, and artificial reefs. I have collected fish out here also. Blennies and gobies are no problem, but some fish-most fish, have air bladder called swim bladders. These will need to be decompressed. I do this by having a throw jug, so when I am collecting fish, and I find a reef with the fishfinder, I throw in the jug, which is weighted, and has enough line to reach that depth and just a little more, and has loops about 2" long set at 1/2 the depth and up at each 6' interval. When I catch a fish such as a jack knife fish or chromis, I put it is plastic wide mouth jug, and put it in a net bag with a clip(this hides it from mackeral which cruise the mid water), and hook it at 1/2 the water depth-50' depth, I put it at 25'-just like for way over deco time for human. For small fish such as these, I put it up 6' every 10 minutes or so. This is more accurate than on anchor line, but that will work too.
