Does the Neptune cable from the unit to the computer include a pigtail to hook up for the one input?

I'm not sure what you mean by pigtail. The cable is ~ 6ft with a 9pin serial connector on one side and a DIN 8 on the other.

No, the input connections are not broken out of serial cable. You can open the DB9 end of our serial cable and attach the float switch wires relatively easily, and still have a functioning serial cable.
