what does overdriven mean and is it safe? is it a fire hazard? im not an electricaian obviously

Overdriven means that the ballast supplies the bulb with a little more juice...Not a fire hazzard, but it does cut down the life of the bulb, as its being "driven harder", but you get more light out of it.
