Controller 7094 w/ 2 6100s, 1 pump is constantly full blast

I have 2 6100s on a controller 7094. One pump is on full all the time and never varies. Is this the way it is supposed to be?? i thought these were supposed to switch on and off, also from full blast and vary to lower output.

Also can someone explain the function switch on the right side? What setting does what?

It will depend on how it is programmed. If one channel has both knobs set to 100% that pump will be at 100%. If you need a manual I can email you one. The function switch sits the basic program for the pumps to alterate, turn on in sequence or stay on.
