By the way. When I took that second photo I had just turned on the lights. It was early in the AM when the tank is normally pitch black. They normally are much more like the first photo in terms of tentacle extension.
 
So am I dealing with a nutrition issue? Lighting issue? H2O quality issue in your opinion?

I will start target feeding as much as possible. Several are way in the back behind big SPS which will make them hard to reach. I have not changed bulbs recently so that is something I can do that really needs to be done anyway.

It could really be any of those.

Could you, please, give your tank specs --- size, lighting (( wattage, K, how old, photo-period )), parameters --- with numbers, and anything else you could think of.
 
Humm ... Something is causing it stress, to expel it's zooxanthellae. Also list anything that you are dosing (ie zeovit additives etc.).

My lfs has a brown bubble tip in their main display and it has been there for 2 years or so. Last summer during a heat wave their tank got hotter than it usually does and caused this anemone to bleach out, which looked a lot like yours (white at the base of the oral disc and stalk with a little bit of pigment on the tentacles). It remained that way for 8-9 months going through several splits during that time. My guess is you've got a similar situation where as some form of stress caused them to bleach whether that be heat issues, changing light levels/spectrum, water chemistry, etc. and it just hasn't regained it zooxanthellae. These anemones were hosted by a large pair of tomatoes that fed them on a regular basis which probably helped IMO.
