It depends on if the copper you are using is complexed or not. For most medications available currently, concentrations of 0.25 mg/L or greater are considered unsafe. The copper medication that I use, Cupramine, 0.50 mg/L is the therapeutic level and according to the Seachem website Cupramine does not become toxic, in marine aquariums at least, until the concentration exceeds 0.80 mg/L.

The species of fish has some bearing.
I use straight unchelated copper.
It depends on the duration of exposure.
If your tank is full of calcareous material, even temporary high Copper, say 0.5 ppm metallic Cu, is not a problem for most fish, as within 12 hours it will drop to say 0.3.
I aim for 0.3 ppm straight Cu each time I add, in pulses .
The chelated copper is more stable, for good and bad.
