I was wondering would a 10 gallon tank be ok for a temporary tank for new fish?

Also started my 75gallon saturday and put a uncooked shrimp and no ammonia present so far could I be cycled?

Did you start the tank with a good quality live rock? If so then yes maybe, if not there is no way it's cycled. You can test a cycled tank by dosing pure ammonia to 2ppm and if it zeros out ammonia and nitrites in 24 hrs then it's cycled. Obviously you need to do this with no livestock. Also pure ammonia if you shake the bottle doesn't foam up, if it does it's got additives.

Wrasse yes, tang no, I'd say a min of a 40b for the tang
