I used to run the same skimmer - CPR Bakpak.
There isnt real mush to adjust on it. I assume you have the surface skimmer box installed. The hight adjustment is the thumb screw in the center of the box. Beyond thast its pretty much a plug and play skimmer. The only other adjustment is the hieght of the collection cup which is controlled by moving the "O" ring position.

You use the o-ring on the collection cup to set the collection cup to the proper height. Lower will give you a wetter skimmate or just alot of water, higher will give you a dryer skimmate to nothing at all.

The surface skimmer box is an option that encloses the intake pump and water drains off the top of the tank into the box. It increases the efficiency of the skimmer.
It could be several things. If this is a brand new skimmer you just installed, sometimes it takes a few days for the skimmer to begin producing some skimmate. If it is a new tank, you might not have enough waste in the tank to begin producing skimmate. If you do not have any bubbles in the skimmer then the venturi is not working properly.

Sounds like the venturi is clogged. You need to take the pump out, take it apart and clean it. The air tubing connects to the pump in a couple of spots. Check all of them and look for salt creep that has blocked them. Clear them out. That should get it to start working again.

Yeah, clean the hole through the venturi. This is where mine gets crusty first. And the end of the air tube where it connects to the venturi seems to get clogged, too. I occasionally squirt a syringe of ro/di through it to keep it clean.
You can also adjust the screw at the top of the air tube for more bubbles, not quite all the way closed works well for me.
If the skimmer is recently cleaned, it seems to take a day or so for it to start making skimmate, ime.
