CPR continous overflow box noisy

i have a CPR overflow box with 1" pvc going to my 20 gal sump. the pvc in the sump is submerged and is producing TONS of bubbles and the overflow box is gurgling fairly often. no matter how i adjust the air straw it still does it. i tried drilling a hole in the top of the pvc pipe that is out of the sump to let some air out but it just shot water/bubbles out and made it noisier and messy so i replaced that piece and went back to the old way. is it the pvc or the way i have it setup? thanks for the help.

I used the same one for a while and I was able to get it bearable with the straws but I don't know of any solution. It's just the nature of the system, that's one reason reef ready tanks are much better.
