Yes you do, and with the returns that low in the tank, the tank will drain dry when the power goes out...
 
Is this for a sump or just circulation? If it's for a sump then uncle is correct. If it's just a closed loop you won't need an overflow, just an intake into the tank.
 
sorry for not being more decriptive. the tank will be drilled on the back with 2, 1.5 inch holes and returns have siphon break drilled on the 90s,there will be no power heads its a 40 breeder and a 20 long sump w refugium and skimmer the return pumpis a mag18

You'll need the intakes at the surface with some sort of overflow. Wherever the height of the intake is will be your water level in your display.
 
the return has 3/4 pvc to the top of the tank and than 1/2 inch in the tank with 6 outputs ,coming out of the pump is a four way with the top going to a 1" scwd and the other two out puts of the four way ,one goes to the fuge and the other back to the return section of the sump to keep debris from accumilating there . i was going to have two 1.5" sec 80 bulkheads one dry and the other siphon in the over flow box from brs
