During my initial cycling period I did 1 water change due to a slight spike. My ammonia level is pretty much absent now and it has been 7 days. I took a water sample to local store and he said there was no traces of anything, is this normal. He said it should have gone up again with nitrates in order to get bacteria growth and recommended that I feed the tank. Will the second shipment of rock take care of this? I'm new to this and want to make sure I'm doing it right.
 
sounds like to me your cycle is over. I don't think it's necessary to "see" nitrates as it's likely they are present in your tank but being uptaken by the bacteria in the rock.

I personally do not think feeding the tank is necessary as your LR should have done that for you. inevitably even with Tbs shipping in saltwater, there is going to be some die-off which should have kick started your cycle.

Still - while i a few good folks at my LFS - I really think it's a wise investment for you to get some test kits to check yourself. Fastest is a decent brand. Most folks on RC advocate Salifert.
