Cycling a QT?

My DT is cycled and all ready to go. There is no livestock in there yet. Only LR and Sand. I had a QT ready but didn't set it up until last week. Didn't even think about it until then. Do I need to wait until the QT is completely cycled before adding fish? I did dose it with ammonia to 3ppm and there is a small piece of LR i grabbed from my DT. Ammonia is at 1.0, no nitrites yet.
