Also a thing I forgot to mention is I have never done a water change at all. I have just topped off when the water gets low. Here's the tank as of right now. I'm holding off topping off until I get some feedback. Thanks

As far as the qt goes. You can do a water change without topping off...just measure the SG and match it when you make your new saltwater, and then top off after or top off now and then do a 10% water change. So just siphon 1 gallon of water out into a bucket and replace with 1 gallon saltwater. You can clean the walls of your tank before the water change if you'd like but be weary as it may mess with your cycle.
Looks great. For the cloudiness I would just run some carbon for a day of two. That should clear the water up quickly. My quarantine procedure goes from two uncycled transfer tanks that are transferred a total of 4-5 times over a 12-15 day period. I also treat the tanks with Prazi Pro during this time. A HOB filter is not used during this process. Only a heater and an air pump.
then to the permanent quarantine which is a 20 long with established seachem matrix inside a HOB filter. The matrix is bleached after each fish transition. I have lots of this stuff in my Display's sump so anytime I need instant cycling for my quarantine I just grab some without having to re establish bacteria on the matrix that was previously bleached.
Matrix is going to offer a far greater amount of housing surface for your bacteria to grow on compared to a filter sponge. Lack of housing surface will limit your bacterias capacity which ultimately helps process the fishes waste.
