cyno......need help

I have been going through a cyno outbreak for the last couple of months. I lost a med size tang in the tank a couple of months ago when we had those bad power outages. I never found the fish in the tank. I assumed the increased bio-load of the fish dying is what started the outbreak. I have been doing 15% water changes every two weeks for couple of months. I still cant seem to get a handle on this. Currently the tanks has no fish in it. I didnt want to put any more bioload in the tank till things stabilize. I have about 75 lbs of live rock, a Monti cap, a red Lobophyllia, and various other crabs and snails. The rest of the inhabitants seem to be growing or maintaining. Here are my tank parameters as of last week. All measurements done on Salifert test kits. N03= 5ppm, P04 undetectable with kit, CA= 480, KH 9.3, MG =1450. I have had some fluctuations with salinity due to some mechanical dificulties. I am currently at 35% using refractomer and it got up to 37/38 % for a while.
The tank is a 120 BB with a 75 sump. It has only been up and running for about 7 months. I use a G3 skimmer. I currently have 4-4' T5's for lighting. All my top off water is through a spectrapure RO/DI. I use Kalkwasser and RO/DI for top off and litermiter to dispense. I dont understand how I can be battling this with such low bioload. From what I have read Cyno is mostly about disolved organics in the water. At this point I am thinking about getting some Cheato or try a remote DSB. Also I dont know if it is related, but most of my bigger snails have died. Any sugestions?
