DC4HD making noise when MH comes on

One of my DC4HD is making a scary electrical noise when my PFO ballast starts up. It only last about 3 seconds but it doesnt sound safe at all.

When the ballast fires up, the DC4HD almost sounds like a loose connection or the sound when water and electricity come into contact.

I've never heard of such a problem. Is it wet internally? Does it happen on all outlets?

It's not wet.

I have plugged it into another outlet on the same DC4HD and the same problem occurs.

I'm going to try an plug the ballast into another DC4HD and see if it happens on another DC4HD.

I put the ballast on another DC4HD to see if maybe it was the ballast and it fired up normal. The DC4HD made the click noise the ballast was running.

So than I swithced back to the DC4HD that is making an electrical noise. When it turns on, the DC4HD makes the same electrical noise as I described before.

Curt, it almost sounds like something doesnt have a solid connection. The noise stops right after the ballast has been turned on. Only happens at start up.

The only other ballast on that DC4HD is an IceCap 430.
