Decrease water level modify surface skimmer

I'm wondering if I should adjust my water level to a lower amount, or use my Dremel or some snips to modify my surface skimmer. Currently I have debris just circulating around the top of the tank and I think it only goes through my back Chambers by chance due to the water flow. I have the water filled up to the max line (middle tab in pic). But the water level is above the actual surface skimmer, the debris can't actually go through the slits. A Dremel would be easy but would cause A LOT of melted plastic and debris to go over the tank, I imagine even with a sheet over top. Snips I think would be pretty easy but not sure how prone this plastic is to cracking under the pressure of the snips.

Thoughts?

Instead of making a visual modification, why not choke/throttle back your return pump with a valve, THEN increase your flow inside the tank if you feel you've impacted the overall flow significantly.

Wouldn't decreasing the return pump lessen the effectiveness of pulling any debris through that grate and into the filter floss?
