dehumidifier for top off

Ok well I couldn't think of a good title but I'm just curious about this. first, does a dehumidifier tank out pure water or does it take out everything in the air. My tank in my basement is making it pretty humid down there and in the water room the cold water pipes are dripping from condensation. so I was wondering instead of just putting a dehumidifier and using more top off, why not mod the dehumidifier to make all the water it condenses from the air go directly back into the tank so basically any water being evaporated will immediately condense and go back into the tank. is this safe or should I just get a bigger top off bin and keep the dehumidifier the way it is supposed to run.
 
Dehumidifiers also pull out dust and stuff in the air that gets trapped in the water particles plus all the copper and aluminum that the dehumidifier is made off would add that to the water as well.
 
oh ok well then i guess i can throw this idea out the window. no big deal ill just get like a big rubbermaid top off container.
