Ground loop works just fine here in GA. My old boss did one for a clam tank in his greenhouse. All he did was bury a 50 ft loop of thin wall 3/4" pvc 5ft down and plumbed it inline with the return pump(not really the best way to do it but it worked) In the 95+ degree heat inside the greenhouse the water never got over 79.
A larger longer copper coil, down about 10 feet run through a Titanium coil with a small pump an a temp contoller would do just fine. Plus it would only cost about 1/3 at most of what a larger chiller would cost and be pennies to run.
I would still have a chiller just in case, but a 1hp should be fine. and yes 220v is better but it wont save you any money.
