devils hand question

I have a 75 gallon mixed reef. I bought a devils hand leather a few weeks ago and i cant tell if its happy. Some days its stretching for my light(which is odd because the LEDs are too close and my birdsnest which is above the devils hand is running from the light) and has a few polyps extended. but most of the time its some what closed up, no polyps extended and has a glossy look to it. I have read they can get covered in some type of filmy bacteria so i squirt him off and hes back to extending a few polyps a couple days later. but only for a day or two. and when i do see the polyps, its only about 5 or 6. My alk is around 11dKh, Ca is 470 mg is around 1300, phosphates are around .08. my toad stool looks great but the devils hand and my kenyan tree coral dont look as hot.
 
I would also like to add alot more soft corals my tank. will it be an issue with the LPS and SPS? do they require different water parameters?
 
I think that is my issue. I was so afraid of having too much current in my tank when I set it up that I now don't have enough. I have a 75 gallon with a 400gph koralia, a 950gph circulation pump and my return does about 580 gph before I hook it up to any pipes. I have a 1300gph coral life circulation pump. Ill do some rearranging tomorrow to make that work,
 
I have a 30x30 70 gal cube... I have 2 modded tunze 6045's.. and a quiet one 4000 return pump... im at approx. 4000 gph turnover... my biggest leather is 6" away from each tunze... they both point directly at it... its bombarded with flow
