What do you mean by "best"? Ocellaris are more docile than the Tomato clowns which are pretty aggressive. The Tomato clown has a better chance of going in with a BTA than an Ocellaris does.

To add to the above answer.... I think It really depends on tank size and tank mates!
Example if you have 125g and up tomato can hang with bigger rowdy fish...so it may give you more choices on tankmates.
If you have a nano ( let's say 30 gal.) ocellaris will allow other fish to live in the tank with them ... Tomato could end up by themselves by default.

I enjoyed the ephippium( fire) and the melanopus ( cinnamon) clownfish behaviour when I had some, whom are closely related To the frenatus ( tomato) but they definitely needed sturdier tankmates than the ocellaris that I own nowadays!

Looks are subjective and like previous poster mentioned, it's entirely up to you.
When it comes to behavior and being a model citizen, then Ocellaris wins that prize.
Also, and this is only my opinion, it doesn't matter how large an Ocellaris gets...it always looks cute. And it max out at about 3".
On the other hand, Tomato clowns are cute when small but adults definitely have a meaner aggressive look and aggressive behaviors. Plus they grow to about 5" which just makes them a bigger PITA.
 
Looks are up to you. Thats like asking which dog looks better, a pug or german shepperard. To me pugs look the best but others cant stand them.

As for clowns i like all types of natural clowns, they all are beautiful in their own way
 
Your tank is way way too small for a tomato clown. Minimum is 30g. Tomato clowns get surprisingly big. You need to get rid of it. How big is the clown right now?
