DI Cartridge demineralized resin

Just refilled my DI Cartridge today and flushed the system.....after testing the RO water I was getting a reading of 7 ppm....this is with new filters and DI cartridge....after inspecting the unit it looks like the water is flowing above the resin...this cartridge is horizontal...........don't the water have to flow through the resin.?????
You think it would be better to have the cartridge vertical and have the water flow from top to bottom.........I know most are all the RO/DI units I've looked at have the DI filter Horizontal.....

PS I took the cartridge off and packed it with resin so the water would flow throw and I'm getting a reading of zero now

Yep, you are correct. Water must flow though the resin to be treated, not around it. In my opinion the vertical DI cartrige is better.
