Diagnose this?

Ive had this randall goby in my 10g QT for 13 days now and he started some fin rot on his 3rd day and ive seen some white splotches on his fins aswell, hes eating but it takes a little time (usually 5-10 seconds to get it down ( im feeding him LRS) and he has alot of trouble with his gills trying to eat it once its in his mouth. His normal gill movement is normal but i just wanna make sure he is alright to add to the tank.

Quarantine should always be one month minimum.
