Yes the live rock with water could transfer the parasite over..Can you transfer everything but the fish over? Leave the new tank with just rock and inverts for 12 weeks and treat the fish in the old tank.

Today i removed the live rock and put it into a tub of new saltwater i had .i then removed one fish at a time and gave it a freshwater dip.then put back into main tank which is now my hospital tank.I siphoned the sand very good and started adding freshwater back in to slowly get the salininty into hypo mode.oh yeah all inverts were moved out.
