DIY Sump & Fuge

Hey guys, I've been in the process of hard plumbing with PVC and building my own sump/fuge with custom cut sheets of glass. I need another divider sheet to act as a baffle for water to flow over and wanted some advice.

There is a four inch width for 600 gph. How many inches above it should the water line be? Is 1 inch of vertical space enough, or will it need more to flow over the baffle evenly?

My water line in my sump was determined by the depth requirments of my skimmer. I hope I understood your question.
