Do firefish sift sand?

I never saw him do it before, but my firefish is going a little bonkers.
At first I thought it was relationship trouble with his partner firefish (I think they're paired, they sleep together etc.) because it kinda looks like a submission wiggle-dance. But when I got closer he is doing something with the sand. It's like he lays down and does a flutter on the sand and then scoops up pieces and spits them out. He looks like he takes it very seriously too, really intense.

The tank is an upgrade, I added new dry sand last night. Maybe he's just tasting it?

He seems focused on an area around the base of one conch, and that's where there's a good current around the corner so sometimes the firefish chill there and swim against it. Maybe territorial against the snail?
Maybe just a weirdo?

Like the cysts itch inside his mouth so he rolls the sand around in there to scratch it, same as he would flash to scratch his gills? That makes sense.
