do i need to run a sump

You don't need to run a sump. I had my seahose for about 3 months and its fine. Maybe 3 months is not that long but it is in great shape.
 
Not sure what a closed loop is, but I keep my horses (4 of them) in a 40 long with an Emporer 400, and a NO light strip. That's it. No sumps, overflows, returns, or whatever else you can think of that I have no idea what they mean.
 
What pump/flow rate would the closed loop be providing?

The sump is good of hiding heaters, skimmers, sensors, automatic water top-off etc. However, as long as the water quality is maintained and the flow rate is acceptable, there is no requirement to have a sump.
 
You do not need a sump, but you want want. The extra water quanity, place to hide LR and equipment, as well as an area for a refugium are all desireable, but not needed.

Closed loops are cool, seahorses need a lower flow then a reef. Best to break up the returns IME. TO much flow is very bad for horses.
 
You don't need a sump or even a closed loop for your tank, but either are fine. I have a 40g refugium next to my 40g tank because I want something to generate lots of live food for my horses.

Most of the flow in my tank is generated by a single power head, but I don't mind having it in the main tank.
