I have a 24 gallon tank I have some heat issues with in the summer. Will an in-line chiller assist work in cooling it the 5 - 8 degrees the unit claims. My air temperature is in the mid-70s, but my tank can hit the mid-80s.

but temps in the mid 80's
is not going to be detrimental to your tank - especially if your water parameters are WNL (withn normal limits)... if you have high phosphates/nitrates etc then perhaps the corals will show stress - but in contrast if water quality is good then your corals should be fine...
if you want to buy a chiller then dont know why it wouldnt work for you - i would think that w/ a tank that small just having your a/c on in the house during the summer would keep it cool...
have a 210gal system
that i did not run a chiller on last summer used fans only - and temps stayed in the 78-84 range w/ a/c on at 80' (living in desert) and tank sits on the western wall or hottest side of the house... (plan on getting a chiller before this summer though primarily bec in case a/c ever goes out living in the desert the reef might be up in smoke!)
also have a 30 gal softie tank
sits on the eastern side of house and the temps stay around 80' w/o much fluctuation
