DOC 9011 Help

I recently build a new sump with a 9inch baffle for the skimmer section. When I place the skimmer in this setup i am getting zero air unless I remove the air adjustment screw completely. It seems that the air line is letting water in the hole on the back side of the screw. If I remove the catch can it will not bubble unless I place my finger over the hole on the backside (inside) of the air adjustment screw. I have checked all of the soft lines. The skimmer as said is sitting less than 9in considering the feet and I tried by putting it on a stand. It worked great in my last sump. I was thinking of putting some silicone in the hole, but I figured they designed it like that so my issue must be elseware. Any information would be great.
 
My best guess is the elbow is inserted to far into the body or the foam sponge is above the top of the pipe, this is raising the water level in the skimmer to where water backs up into the air intake.
 
The elbow, meaning the output tube? Part number 11, I thought it kind of just snapped in place?!? I have it snugged in. I can certianly check that as well as remove the foam filter, which is brand new but maybe I have it placed too high on the neck.

The foam should never be above the top of the pipe, top of the foam flush with top of the pipe. It is not common, but occassionally an elbow can be pushed in so far it will block the outflow of water. The sponge is the more likely culprit.
