You're looking for some pretty specialist programs, many CAD programs wont have that ability, I work with steel for a living, tell me about the stand and the tank you're putting on it and I'll tell you where you'll need support.
CAD (Computer-aided Design) is a drawing tool that is not meant to calculate stresses. Calculating the stress the stand will experience is a deformable bodies/loading beam/structural design problem. It will involve the strength of steel you are using (thickness, etc.). I'm sure there are materials/threads out there to point you in the right direction on how to design a steel stand.

That looks pretty awesome. I saw you were moving for work. Congratulations on the new position. I guess I can start looking for someone who has worked with that program.
