Does macro algea use actinic lighting?

Nothing really "uses" actinic lighting except your eyes when they get all big when you look at a coral flouresing.:bigeyes:
I'm sure there has to be at least a little bit of the photosynthetic spectrum radiated by an actinic bulb, so technically, yes, but probably not enough to keep it alive for very long. The same bulbs that make corals grow make algae grow too. Actually, that's kind of repetitive, because lights don't really make corals grow, they make the symbiotic algae in the corals grow which give the corals energy that they use to grow... So really, we're buying lights to make algae grow.
