Does my clownfish have fin rot?

I have 2 black clownfish in my 10 gallon QT for 3 weeks bought from LFS. Yesterday I started noticing one of them swimming funny and noticed part of the fin looking to be missing and the base of the fin has something white on it. The other fish seems to be totally fine.

I started with Maracyn 2 yesterday. Fish seem to be acting even stranger today where he is doing some quivering as if he is having a seizure. He won't eat today either. The other fish seems to be very close to this one, but doesn't look to be nipping.

Should I start hypo now? Anything else I should do? Pics are attached. Thanks in advance for help!

ammonia - 0ppm
nitrite - .25ppm
nitrate - 5.0ppm

What does your feeding regiment look like? The quivering and shaking could be a display that your clowns are pairing up.
 
I would finish the Maracyn-2 treatment and reevaluate. Don't move on to any other treatment until this issue has been resolved. Also, it's not unusual for a fish to stop eating while being treated with antibiotics.
