Dottyback help

Alright, i already posted this in the new to the hobby forum but wanted to get multiple answers. In my twenty gallon i had a cardinal and a sunrise dottyback. I eventually noticed that my card's fins were all torn up and i think the culprit is my dottyback because i see him "bite" the card's fins when he gets close to the rock structure. Right now i have them seperated(dottyback is in my quarantine). I need answers because i am getting a pair of percula clowns this weekend and am afraid to put them in my qt. with the dottyback as well as the quarantine is only ten gallons. What should i do with my sunrise dottyback? Answers please!
 
Remove him. He's only going to get more aggressively territorial. Catch him and trade him in towards the clownfish.

You might be able to put him in your 55g (like the other poster stated they can be very aggressive). What fish are in the FOWLR?
