Downgrade question

I currently have a 20 gallon tank running for just over a year. I am going to be downgrading to a 5.5 gallon in the near future. The question is:

Since I have had problems with cyano on my sandbed and rocks, should I start all over or should I reuse what I have to save the money?

cyano isn't caused by "bad rocks" or anything along those lines. Its caused by poor maintenance and nutrient management. You need to do more water changes, or get a better skimmer, or a bigger fuge, or...

yea i will be taking that into account with the new setup but I have heard about rocks that leach phosphates b/c they have been expopsed to these phosphates for for extended periods of time....ring a bell with anyone?
