Dried out coral

I was given a dried out dead coral. Is this safe to put in my reef tank? Can it be used like live rock?

Yeah, but it would be dry rock. But keep in mind coral skeletons are prone to fuel algae growth due to the phosphate leaching out from the skeleton. That is why when a coral dies, the dead skeleton gets covered by algae.

If the skeleton you had was in water for some time in that state, it should be okay. But if someone took out a live coral and sun dried it, it will have a lot of phosphate.
 
I'd rinse it well and then put in in a bucket of rodi water for a week or so. After the week, test for PO4 (likely 0) and if so, use it! It will be a great place for smaller fish to hide in/sleep away form the larger fish.

Remember - all quality rock in out aquariums was once living coral.
