drilling oveflow in acrylic tank

Hi, I'm upgrading my tank to a bigger acrylic tank that I'm gonna drill. I don't want to lose any space inside the tank so building an overflow inside is not an option, instead I'm gonna drill two holes , one on each corner. My questions is how can a make the overflow holes be under the water? because last time I did this the water only covered half of the hole and I felt like a lost a 1" of water volume on the upper part of the tank.

I was thinking in drilling the holes a little lower this time, and using elbows going up on the back. is this going to work? is it safe?

will be fine. be sure you have some noise control in place. Personally I'd rather have a coast to coast triangle type overflow rather than a 90deg pvc fitting visible in the tank.
 
Many, many ways to do this. I would run a search. A coast to coast may be an option or drill the holes lower and invert an elbow. Or build an external overflow...
 
This is what I was thinking on doing. I'm not sure if 1 will work better than 2 or if it is the same. The small hole is on a cap on a pvc pipe going higher to avoid noise.
