Dry Tank

I don't know, but a good scrubbing with plain salt and vinegar should get rid of anything left in the tank. You can also bleach it and leave it to dry so the bleach dissipates. Why take chances?

No ... a "dry" tank is ich free.

I was originally going to bleach the tank. Then I started thinking about it because I had the tank dried for over a month. The only thing that is really in there is salt creep.

I am not sure about bleaching it now because if it is dried and no ick, there would be no point and I don't have to waste almost 400gallon of water.

So...should I take the risk or waste 400gallon of water and a gallon of bleach? Would there be ick in the salt creep?
In general, i'll be cleaning the tank anyway, so the salt creep will be gone.

A jug of inexpensive Costco vinegar and a little elbow grease should clean up even a large tank in short order. Not necessary for ich but it will help clean the tank including any calcium carbonate deposits.

Oh I understand that. The main concern is the Ick/Ich. I want it to be completely gone when I restart everything.
 
From what I am gathering through the inputs, yes.

The thing is, everything has to be dry. All my equipments are dried out including the plumbing. The equpiments will be dipped in a bucket of bleached water. Thats how I am proceeding.
