Dual Return Durso Problem

Ok, so Ive been trying to fix the problem I am having with my new Reef Ready Marineland 125g. The tank came with dual Durso returns. This is my first real salt tank, and I plumbed everything myself. I have a 55g sump split into 3 chambers, the skimmer in the first, the return in the center, and a fuge in the third. My return pump is a Sicce 4.0.

One of my overflows goes straight into the skimmer section, while the other is split to run into the fuge(metered with a ball valve) and the skimmer section.

Now to the problem, the one durso that is split, works perfectly. But the other that drains straight into the skimmer section surges violently. The pipe runs under the water level in the sump by 3 inches. I have tried enlarging the hole to 1/4", I've added holes(Im up to 3), Ive added long airline tubing to extend 8-10 inches down the pipe. I'm honestly at a loss.

My biggest issue is that only one of them is acting this way and its the one that the flow is more restricted on. Any help is greatly appreciated.
 
You have to change the air intake from the hole in top due to water volume changes.


You can use a 1/4" Ro/DI shut off valve, dial it in like adjusting a carb.
