It's a pajama Cardinal with some serious popeye. Poor guy.

Hopefully the Holy Spirit can save the eye.

I've had good luck treating popeye with melafix, though I'm not entirely sure that popeye is the only thing going on there. I wish I had a better answer for you but I would start with melafix.

I would do a large water change and add epsom salt
