dump question

I have some question but I don't know is it a dump question or not.
Should I change the water when the light on or when it off?
Right now I turn the right on at 11pm and the light off at 10am.

sorry again I'm kind of drunk right now but I guess I'm still ok
I alway change the water when ever possible which mean the day time but most of the time i enjoy the dispaly tank at night so that why I turn the light on at night and off at the day time. But some time when I chage the water which mostly at day time my fish have an ick, so I wonder if it because of i change the water when the fish is sleep or something else??

No, you can change the water with the lights on or off, the fish wont get ich from doing either. They get ich from stress or another fish that was introduced into the tank that already had it. Fish with low immune systems are more likely to get ich.

Lights on or off won't affect the fish either way.
