Easiest and safest way to level a stand?

What is the best way to level a stand or tank? I have my stand and tank set up at my new place but either the floor is a bit unven or the stand sits a bit uneven. It is obviously not level. What would be the safest way of going about leveling it? I had heard someone before say something about using foam between the tank and stand but I am not real sure if that is a way to level it. Any ideas or experiences you have would be greatly appreciated.

build a base for the stand and make it level to the floor. then put the stand on that. if you build a box you can level it easier then the stand. OR BUILD A NEW ONE

shim under the stand till level. Then fill in every six or so inches. Foam will not level, it prevents stress points. Put a couple inches of water in the tank, check shims and level, add a few more inches of water and check and adjust. Do this till full and it will be level and solid.
 
I have not tried anything yet. I am a little nervous. I think I might try to either have a new stand built for me or find a cheap used stand. I am nervous about shimming this stand because I am not positive that this stand is sturdy enough to handle the weight. I just have to figure out where to go from here.
