To further add to the above link, people in SF get absolutely screwed for baseline, because their "average" usage is going to be way less than those in someplace like San Jose simply because they have things like AC, sure they pay more overall usually, but their baseline also gets adjusted as such. Similar to the popup suburbs of SF that have sprouted up between here in Sacramento, they usually go all electric (water heater, heaters, stoves, clothes driers) and as a result lower baselines.
