emergency frag rack

I have an issue with my 29gallon jbl. I have 2 frag racks in this tank. I bought a few frags. They are growing like mad. the weight of the frags, my lawnmower, 3 big turbos and a few hermits cause the racks to dump. Always into something that wins the war. I thought the 150 would be wet and a cycle starting 2 weeks ago. Two weeks ago my septic tank backed up into the house. So for 2 weeks I have been tearing out walls and carpet in my basement. the future home of the 150 and tank room.

Here is my question.

I have a 40 breeder that I can set up to move the frags to. If I move a few frags and a couple large rocks to that tank with no sand bed and no fish, would I have issues? Can you run a frag tank with no live rock sand fish.
 
with no fish, I believe there is almost no bioload. personally I would throw some live rock in for bacterial filtration, and use some water from the existing tank, but imo you should be fine
