End of cycle questions and issues.

So I am relatively new to the reef hobby and just finished cycling my JBJ 45 with Radion xr15 pro(water parameters below). I opted for the fishless cycle and dosed ammonia roughly 2 weeks ago. As is normal I am having a large diatom bloom on my sand and rock(is it normally hairy?). Should I do anything to combat this? My protein skimmer has been running without the collection cup to oxygenate the water, should I start it up? I also have 2 bags of chemi-pure ready to go in. The only media I have in right now are something that resembles bioballs and phosphate removing sponge. When should the chemi pure go in? Any extra advice is always appreciated. Thanks!

Po4: .16 ppm (this is the only figure that has been constant for a week)

I'd say that you're probably ok to add your CUC.

I don't use Chemipure so can't tell ya on that one.

Putting the skimmer cup on will surely not hurt anything. I agree time to order the initial CUC. Don't over do the crew though or you will end up with die off due to lack of food eventually. (don't go and buy the CUC packs most places offer but start small and build up as you need it)
