End of QT, and damsel has something going on?

We had two clowns, two blenny's and a damsel in QT after an ich outbreak. We were treating with hypo-salinity treatment, and all has gone well for five weeks. I started raising salinity from 1.009 on 0.002 steps, and tonight we hit 1.023. I noticed some white appearing scales on the damsel. A closer look revealed it wasn't ich, but the scales appear white-ish in color on the forehead of the fish. We took some pictures. The other fish appear fine, so far. What do y'all think is going on??



 
Eating and breathing have been normal. Normal activity. This came on suddenly, within the last two days. I did not observe fish yesterday as I was slammed with work, so took some time to do a water change, and observe today, and noticed this.
 
I'm 100% certain. It was measured daily using a MA887. It's not ich.

First, the resolution of the MA887 is ± 0.002 which is not sufficient to guarantee 1.009 was absolutely maintained. Since your picture was not definitive I am looking for clues. However, perhaps others can help.
 
I went and looked at my meter.... for some reason I thought it was .0002 when I bought it. That's frustrating. Thanks for chiming in, Steve.

Anyway, it's definitely not Ich.... I think it's HLLE, but if anyone has any better knowledge let me know. Those are the best pics I could take of him, as I have a crappy little digital camera.

From reading I gathered I needed to switch tanks and improve his nutrition and that was about all I could do with it. Sound right?
