Is the epoxy putty you can buy at any hardware store the same as you buy from pet supply?

Aqua Mend from Home Depot is fine as already mentioned. Others may have metal particles in them.

i've used the LOC-TITE two part epoxy putty which worked well for me, also available at the hardware store

As stated above, you need to make sure there are no metal particles in the epoxy.

Most two part epoxies will work, as long as you mix them completely. Separately, the epoxy components can break down in the water and may harm your animals. As long as they are mixed properly, it all sticks together with no problems. Once mixed, you can apply it underwater as well.
I haven't seen any epoxies containing mildew/mold resistant chemicals (found in bathroom silicones) but never use a product containing them in your aquarium.
